परिचयः

चुलाचुली युनेस्को क्लब-काठमाडौंको स्थापना संयुक्त राष्ट्रसंघ शैक्षिक, वैज्ञानिक, सांस्कृतिक संगठन युनेस्कोको उच्च आदर्श \'विश्व शान्ति\'बाट अभ्रि्रेरित भएको छ जुन विविध सांस्कृतिक, भाषिक तथा विश्वासका समुदायहरु

बीच निरन्तर संवाद गरी विश्वभर मर्यादित समाजको

स्थापनामार्फ कायम गर्न सकिन्छ भन्ने विश्वास राख्दछ । यो क्लब तल उल्लिखित युनेस्कोको वडापत्रको सिद्धान्तद्वारा निर्देशित रहेको छ ।

यो एक मुनाफारहित, स्वायत्त, गैरसरकारी संस्था हो र यो २०५८ भाद्र १८ मा नेपाल सरकारको काठमाडौं जिल्ला प्रशासन कार्यलयमा विधिवत दर्ता भै २०५९ चैत्र ६ मा समाज कल्याण परिषदमा समेत आवद्ध भएको संस्था हो । यसले शिक्षा तथा खेलकूद मंत्रालय अर्न्तगत स्थापित युनेस्कोका लागि नेपाल राष्ट्रिय आयोगसंग समन्वय गरी आप\\mनो क्रियाकलापहरु गर्दछ ।

क्लबको नाम नेपालको पर्ूर्विक्षेत्रर् इलाम जिल्लाको एक पहाडि ग्रामिण क्षेत्रबाट अभ्रि्रेरित रहेको छ । जहा धेरै आदिवासी तथा जनजाति समूहहरु राष्ट्र निर्माणका मुलधारबाट बहिरकरणमा परी अतिसिमान्तकृत बनेकाछन् । चुलाचुली शब्दले नेपालका पहाड तथा हिमालका चुचुराका श्रृङ्खलाहरुतर्फसमेत संकेत गर्दछ ।

परिदृश्य

\"संवाद र सहभागिता विकास र शान्तिका लागि अपरिहार्यता\" क्लबको मुल परिदृश्य रहेको छ ।

परिलक्ष्य

अधिकारबाट वञ्चित आदिवासी जनजाति तथा अतिसिमान्तकृत समूहहरुका यूवा, बालबालिका, महिला तथा पुरुषहरुलाई तिनीहरुका अधिकारबारे सशक्तिकृत गर्नेछ ।

राष्ट्र निर्माणमा सामाजिक, आर्थिक, राजनैतिक लगायत विभिन्न कारणबाट पिछडिएका वर्ग तथा समूहहरुको

सहभागिता गराउन प्रयत्न गर्नेछ ।

हरेक व्यक्तिमा अन्तरनिहित शान्तिको चाहनालाई

उजागर गरी गुणात्मक शाान्ति समाजको विस्तार गर्नेछ ।

लक्ष्य

यस क्लबको लक्ष्यहरु दर्ुइ प्रकारका रहेका छन् ।

सामान्य लक्ष्यका रुपमा मर्यादित, अनुशासित र कर्त्तव्यनिष्ठ नागरिकको निर्माण गर्नु रहको छ । र

विशिष्ट लक्ष्यका रुपमा आफनो व्यक्तित्व, समाज र राष्ट्र विकासमा अधिकारबाट वञ्चित, अपहेलित र अतिसिमान्तकृत समूहहरुका यूवा, बालबालिका, महिला तथा पुरुषहरुको आत्मविश्वासको विकास गराउनु रहेको छ ।

उद्देश्य

अधिकारबाट वञ्चित, अपहेलित र अतिसिमान्तकृत

समूहहरुको क्षमता अभिवृद्धिका लागि यूवा, बालबालिका, महिला तथा पुरुषहरुको शान्तिपर्ूवक परिचालन गर्नु क्लबको उद्देश्य रहेको छ ।

मूल्यमान्यता

संवाद, सहभागिमुलक पद्दति, मर्यादित जीवन र विकास र शान्ति उन्मुख सकारात्मक परिवर्तनका प्रतिवद्धता क्लबका मूल्यमान्यताहरु रहेकाछन् ।

लक्षित समूह

रँष्ट्रिय विकासका मुलधारमा नसमेटिएका आदिवासी जनजाति तथा अतिसिमान्तकृत समुहहरुका युवा, महिला, पुरुष तथा बालबालिकाहरु यसका लक्षित समूहहरु हुन् ।

रणनीति

२०६३ आश्विन २७-२९ मा सम्पन्न कार्यशालाबाट आगामी पा\"च वर्षा लागि मुख्य दर्ीघकालिन रणनीतिक योजनाहरु निम्न अनुसार तय गरिएकाछन् ।

आदिवासी जनजाति तथा अतिसिमान्तकृत समूहहरुको मानवअधिकार र तिनीहरुको उचित पहिचान र स्रोतहरुको सुपरिचालन गर्न राज्यपक्षसंग वकालत गर्ने ।

संगठित सदस्यहरुलाई अभ्रि्रेरित गर्दै संस्थागत विकासमा दक्षता र प्रभावकारिता ल्याउने ।

स्थ्ाानीय स्तरमा आदिवासी जनजाति तथा अतिसिमान्तकृत समूहहरुको मानवअधिकारका बारेमा सम्बन्धित समूहहरुको क्षमता अभिवृद्धि गर्ने ।

अधिकारमा आधारित अन्य संघसंस्थाहरु र आदिवासी जनजाति तथा अतिसिमान्तकृत समूहका संस्थाहरुबीच कार्यसञ्जालको स्थापना तथा सहजिकरण गर्ने ।

प्राथमिक क्षेत्र

द्वन्दरत समूह तथा पक्षहरुबीच संवाद र आपसी समझदारीको विकास ।

शैक्षिक, वैज्ञानिक, सांस्कृतिक, आर्थिक, सामाजिक तथा मानवअधिकारका उपभोगका प्रक्रियाहरुमा आदिवासी जनजाति तथा अतिसिमान्तकृत समूहको समानुपातिक सहभागिता ।

आदिवासी जनजाति तथा अतिसिमान्तकृत समूहहरुको मानव संसाधन लगायत संस्थागत क्षमता अभिवृद्धि ।

लक्षित समूहहरुमा प्रभावित हुने ऐन, कानून, नीति निर्माण, योजना आदिका विषयमा अध्ययन अनुसन्धान तथा वकालत ।

कार्यक्रम संचालन पद्दति

सहभागिमुलक, सशक्तिकरण, साझेदारी, समन्वयात्मक र सहजकर्ता पद्दति क्लबको मूल कार्यसंचालन पद्दति रहेका छन् ।

01. INTRODUCTION:

Chulachuli UNESCO Club was established in the inspiration of the holy ideal \'a global peace\' of United Nations Educational, Scientific and Cultural Organization (UNESCO) which is believed to be restored through establishing a dignified civil society around the world continuing dialogue among the peoples and community of diversities in culture, language and beliefs.

The Club is self-guided by the principle mentioned in the UNESCO Charter as below.

\'Since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed\'

It is a non-governmental, non-profit making and an autonomous organization which is legally registered in 18th Bhadra 2058 BS corresponding date 3rd September, 2001 in office of the Chief District Office in Kathmandu under the Ministry of Home of government of Nepal.

The name of the Club \'Chulachuli\' was taken to represent an ignored place of Ilam district adjacent to northern border of Jhapa district where mostly disadvantaged, highly marginalized and deprived groups of peoples have been resided. The term \'Chulachuli\' geographically can also be understood as a small hilly range of Nepal.

02. VISION:

\"Dialogue and Participation are the indispensable for Development and Peace\" are the vision of the Chulachuli UNESCO Club-Kathmandu.

03. MISSION:

  1. To empower youth, children, women and men of Indigenous Peoples and Highly Marginalized Groups.
  2. To make participation of Indigenous Peoples and Highly Marginalized Groups that has legged behind socially, economically, politically in the process of nation building.
  3. To establish a peaceful society from every individual\'s internal desire of peace

04. GOAL:

The Club has two folds of its goals which are as below.

  1. The general goal of the club is to generate dignified, disciplined and dutiful citizen.
  2. The specific goal of the club is to build confidence of youth, men, women and children of deprived, ignored and highly marginalized groups in participating in the process of dialogue for nation building.

05. OBJECTIVES:

The objective of the Club is to mobilize youth, men, women, children and individuals representing from disadvantaged groups of the society for contributing in peace building.

06. VALUES:

Dialogue, Participatory Approach, Dignified Life and A Commitment for Positive Change towards Development and Peace are the values of the Club.

07. Target Groups:

The target groups are all youth, children, and women, men of Indigenous Peoples and Highly Marginalized Groups who are excluded from the mainstream of development process of nation.

08. Strategy:

a) CUC shall have been advocating to the government for Indigenous Peoples and Highly Marginalized Groups, Human Rights and also for the proper identification and utilization of resources for coming five years.

b) CUC shall have been motivating its members for efficiency and effectiveness for coming five years.

c) CUC shall have been organizing capacity building program and campaign on information sharing about Indigenous Peoples and Highly Marginalized Groups Human Rights for coming five years.

d) CUC shall have been organizing as well as informing to Indigenous Peoples and Highly Marginalized Groups and Networking with other right-based organization for coming five years.

09. Priority Area:

  1. To develop mutual understanding among people in conflict and other sectors.
  2. Equal participation of Indigenous Peoples and Highly Marginalized Groups in utilization of human rights and education, science, culture, economy, society.
  3. To build up capacity of Indigenous Peoples and Highly Marginalized Groups in organizational development and human resources.
  4. Advocacy and research on the subject matter that affect policy, law, act, plan.

10. Program Approach:

The program approach of Chulachuli UNESCO Club is participatory, empowering, co- ordination, partnership and facilitating, etc.

11. ORGANIZATIONAL STRUCTURE:

There are two major bodies of the Club that run the organization, one is General Meeting and the other one is Executive Committee. There will be called a general meeting in every year to make an annual plan of action and the Executive Committee will implement them throughout the year. The 7 designators of the Executive Committee are to be elected by general members in every three years of time span in a democratic process called general assembly. The following designations are comprised in the Executive Committee - Chairperson, Vice-Chairperson, Secretary, Treasurer and three members.

The following Departments have also been established for working out the subject matters seriously and timely manner.

1. Human Resources/Personnel Management.

2. Finance and Administration.

3. Communication and Organizational Development.

4. Education, Sports and Culture.

5. Human Rights and Advocacy.

6. Environment, Science and Bio-diversity.

Memberships are open and every individual holding a Nepali citizenship completing the age of 16 is eligible for applying its membership.

12. AFFILIATION AND RECOGNITION:

The Club is affiliated in Social Welfare Council that acts as a coordinating body of the government to deal with the activities to be conducted by all national and international non-governmental organizations in the country.

Similarly the Club is also affiliated with National Federation of UNESCO Clubs, Centers and Associations of Nepal (NAFUCAN) and recognized by Nepal National Commission for UNESCO (NatCom) a state representative for UNESCO activities in Nepal.

13. VALIDITY:

The Club has a valid, regularly renewed organization to work for achieving the objectives and goal of the Club partnering with different interested and qualified agencies, institutions and organizations in the field of education, science, culture, mass communication, environment and human rights issues of indigenous peoples and highly marginalized groups.
